“It’s not the American people or the U.S. Congress who are emboldening the enemy,” said Democratic Sen. Joe Biden. “It’s the failed policy of this President.”

Biden’s Senate Foreign Relations Committee is due to bring the first of the two resolutions up for a vote on Wednesday.

“This is not the direction we want to go, in escalating competition in space. And we should be talking about it,” Biden said.
